The Hurricane Tarp has been unrolled, and placed so that it has a short side and a long side. This is so the opposing forces from the weight of the water in the tubes will hold the Hurricane Tarp in place. Here, the workman is filling the circumenferential tubes with water. Hurricane Tarp
The short side is filled first, so it can act as an anchor for the long side. Hurricane Tarp
